What a very cruel thing to say! If people took care of their dogs and cats and had them neutered you would not have this problem. Thank God there are compassionate Ukrainian people who are opening shelters, treating the animals and neutering them. Many dogs are adopted by people in the USA and western Europe. Spay and neuter is the only way to reduce numbers. I was planning to volunteer at a shelter but because of the political situation this might not be possible at present.
